God Meets Israel at Mount Sinai

Exodus 19:1–25; Exodus 20:18–21

At Mount Sinai, Israel camped before the mountain while God called Moses and gave the people clear instructions. This lesson helps children follow the order of events, notice the people’s response, and see that God is holy and his words matter.

Before you teach

The passage begins in the wilderness of Sinai after Israel came out of Egypt. Moses went up to God, carried God’s words to the people, and prepared them for God’s coming at the mountain. The people heard God’s warnings, saw fearful signs, and stood at a distance while Moses went near.

Learning aim

Students will be able to put the Sinai events in order and explain that God is holy, speaks clearly, and calls people to listen carefully and obey.

1

Welcome: Where are the people and what is happening?

4 min

Show the reference and say that Israel has arrived at Mount Sinai. Ask children to listen for where the people camp, who goes up the mountain, and what God wants Moses to say. Briefly explain that “encamped” means they set up camp, and “covenant” is God’s binding agreement with his people.

Exodus 19:1, Exodus 19:2, Exodus 19:3, Exodus 19:5

2

Read and explain: God’s message and the people’s answer

7 min

Read Exodus 19:3-8 aloud. Explain that God reminded Israel what he had already done for them, then called them to obey his voice and keep his covenant. Point out the special phrases “my own possession”, “a kingdom of priests”, and “a holy nation”. Then notice the people’s united reply: “All that Yahweh has spoken we will do.”

Exodus 19:4, Exodus 19:5, Exodus 19:6, Exodus 19:8

3

Discuss: Getting ready and respecting God’s boundary

6 min

Read selected verses from Exodus 19:9-15 and 19:21-25. Explain that God would come in a thick cloud so the people could hear when he spoke with Moses. God told them to prepare, wash their garments, and stay within the set bounds. Stress the main point for children: God is holy, and the people were not to rush forward carelessly.

Exodus 19:9, Exodus 19:10, Exodus 19:11, Exodus 19:12, Exodus 19:14, Exodus 19:21, Exodus 19:24, Exodus 19:25

4

Make and respond: Sequence the Sinai events

8 min

Children make simple sequence cards and place them in order: arrival at Sinai, God’s message, the people’s answer, preparing and washing, thunder and trumpet, standing at a distance, Moses going near God. As they order each card, ask what the people did and what God said. Keep the response tied to the passage rather than adding details.

Exodus 19:2, Exodus 19:7, Exodus 19:8, Exodus 19:10, Exodus 19:14, Exodus 19:16, Exodus 20:18, Exodus 20:21

5

Closing: Fear, distance, and Moses drawing near

5 min

Read Exodus 20:18-21. Point out that the people trembled and stayed at a distance, asking Moses to speak with them. Moses said God had come so that his fear would be before them, that they would not sin. Finish by reviewing the sequence and asking each child to name one thing this passage teaches about God or people.

Exodus 20:18, Exodus 20:19, Exodus 20:20, Exodus 20:21

Questions to explore

What reasons did God give for speaking to Israel through Moses at the mountain?

Look for what the people would hear and what they would come to believe when God spoke with Moses.

Exodus 19:9

What did the people promise after Moses told them God’s words?

Answer using the people’s own words from the passage, then compare their promise with God’s call to obey his voice and keep his covenant.

Exodus 19:5, Exodus 19:8

Why did the people stay at a distance, and what explanation did Moses give?

Notice both the fearful signs the people perceived and Moses’ explanation that God’s fear would be before them so they would not sin.

Exodus 20:18, Exodus 20:19, Exodus 20:20, Exodus 20:21

Mount Sinai Sequence Cards

What you’ll need

  • Plain paper or scrap card
  • Pencils or markers
  • Scissors
  • Bible

Try it together

  1. Write or draw seven moments from the passage on separate cards: camp at Sinai, Moses goes up, God’s message, people answer, prepare and wash, thunder and trumpet, people stay back while Moses goes near.
  2. Mix the cards and let children work together to place them in order using the reading.
  3. Read the matching verses after each card is placed and make simple corrections if needed.
  4. Ask children to choose one card and say what it shows about God or about the people’s response.

This activity helps children follow the order of Exodus 19:1-25 and Exodus 20:18-21 and notice the choices and responses named in the passage.

Adapt for your group

  • For younger children, reduce the sequence to four cards and use simple drawings instead of writing full phrases.
  • For older or confident readers, ask them to find and read the verse that matches each card before placing it in order.

An optional closing prayer

Dear God, thank you for speaking clearly and showing your holiness at Sinai. Please help us listen carefully to your word and respond with respect and obedience. Amen.

Exodus 19

1 In the third month after the children of Israel had gone out of the land of Egypt, on that same day they came into the wilderness of Sinai.

2 When they had departed from Rephidim, and had come to the wilderness of Sinai, they encamped in the wilderness; and there Israel encamped before the mountain.

3 Moses went up to God, and Yahweh called to him out of the mountain, saying, “This is what you shall tell the house of Jacob, and tell the children of Israel:

4 ‘You have seen what I did to the Egyptians, and how I bore you on eagles’ wings, and brought you to myself.

5 Now therefore, if you will indeed obey my voice and keep my covenant, then you shall be my own possession from among all peoples; for all the earth is mine;

6 and you shall be to me a kingdom of priests and a holy nation.’ These are the words which you shall speak to the children of Israel.”

7 Moses came and called for the elders of the people, and set before them all these words which Yahweh commanded him.

8 All the people answered together, and said, “All that Yahweh has spoken we will do.” Moses reported the words of the people to Yahweh.

9 Yahweh said to Moses, “Behold, I come to you in a thick cloud, that the people may hear when I speak with you, and may also believe you forever.” Moses told the words of the people to Yahweh.

10 Yahweh said to Moses, “Go to the people, and sanctify them today and tomorrow, and let them wash their garments,

11 and be ready for the third day; for on the third day Yahweh will come down in the sight of all the people on Mount Sinai.

12 You shall set bounds to the people all around, saying, ‘Be careful that you don’t go up onto the mountain, or touch its border. Whoever touches the mountain shall be surely put to death.

13 No hand shall touch him, but he shall surely be stoned or shot through; whether it is animal or man, he shall not live.’ When the trumpet sounds long, they shall come up to the mountain.”

14 Moses went down from the mountain to the people, and sanctified the people; and they washed their clothes.

15 He said to the people, “Be ready by the third day. Don’t have sexual relations with a woman.”

16 On the third day, when it was morning, there were thunders and lightnings, and a thick cloud on the mountain, and the sound of an exceedingly loud trumpet; and all the people who were in the camp trembled.

17 Moses led the people out of the camp to meet God; and they stood at the lower part of the mountain.

18 All of Mount Sinai smoked, because Yahweh descended on it in fire; and its smoke ascended like the smoke of a furnace, and the whole mountain quaked greatly.

19 When the sound of the trumpet grew louder and louder, Moses spoke, and God answered him by a voice.

20 Yahweh came down on Mount Sinai, to the top of the mountain. Yahweh called Moses to the top of the mountain, and Moses went up.

21 Yahweh said to Moses, “Go down, warn the people, lest they break through to Yahweh to gaze, and many of them perish.

22 Let the priests also, who come near to Yahweh, sanctify themselves, lest Yahweh break out on them.”

23 Moses said to Yahweh, “The people can’t come up to Mount Sinai, for you warned us, saying, ‘Set bounds around the mountain, and sanctify it.’ ”

24 Yahweh said to him, “Go down! You shall bring Aaron up with you, but don’t let the priests and the people break through to come up to Yahweh, lest he break out against them.”

25 So Moses went down to the people, and told them.

Exodus 20

18 All the people perceived the thunderings, the lightnings, the sound of the trumpet, and the mountain smoking. When the people saw it, they trembled, and stayed at a distance.

19 They said to Moses, “Speak with us yourself, and we will listen; but don’t let God speak with us, lest we die.”

20 Moses said to the people, “Don’t be afraid, for God has come to test you, and that his fear may be before you, that you won’t sin.”

21 The people stayed at a distance, and Moses came near to the thick darkness where God was.
